City Managers of McAllen, Texas

The City of McAllen operated under a city charter, being run by the Mayor and four Commissioners. This charter was largely drawn up in 1925. As time passed, and the business of the City became more complicated, the charter was ammended and the position of City Manager was created.

Mr. A. Van Dresser was temporarily appointed as McAllen's first City Manager on September 1, 1943
(He had been City Secretary.)

Mr. B.N. Taylor was City Manger - May 8, 1945 to July 1946

Mr. William L. (Bill) Schupp was City Manager from July 1946 to April 1974 when he retired.

Mr. Calvin Gibson was City Manager from May 1974 to 1981.

Mr. Don Sisson, an ex Marine officer was City Manager from 1981 to September 1983.
Mr Sisson had served as Assistant City Manager under William (Bill) Schupp, left McAllen, and came back some years later serving as Asst. City Manager under Calvin Gibson.

Mr. Jose (Joe) Escamilla was acting City Manager from September 1983
and was appointed City Manager in December 1983. He served until September 1992.
Mr. Escamilla had been an Assistant City Manager for some years under Calvin Gibson and Don Sission.

Mr. Mike Perez has been City Manager since October 1992 and served until early 2014
He had previously been City Manager of Harlingen, TX.
Some time after he retired from McAllen he became an interim city manger for neighboring Hidalgo, TX
and after that service and the hiring of a permanent city manager there, he became city manager for Weslaco, Texas.

Mr. Roy Rodruguez became City Manager in May 2014
Before he became City Manger he was the manager of McAllen Public Utilities.
